It is a tough year to sort out the organizational talent. There is no consensus Top System or Worst System, and different people can line up the teams many different ways. It would not shock me if, say, the #25 system winds up churning out a better group than #5.
The overall MiLB crop is on a down cycle, and there are a plethora of teams in the middle of the pack (which is why I didn't put the numbers next to the teams--many are essentially interchangeable). This is more of a snapshot overview also; for more scientific organizational talent rankings, turn to Keith Law or Baseball America.
The teams are rated on their impact talent and their depth. How many stars will this system likely produce, and how many big league contributors? Players are judged according to their upside, their chances of reaching that ceiling, and their floor.
